WEATHERIZATION ENERGY AUDITOR/INSPECTOR
Schedule /Status: $ 17.00 starting (raises available as testing is completed)
1st shift Monday - Friday

Qualifications:
I. Education/Experience:
Minimum of high school diploma or GED. Preference is given to candidates with previous
experience in the residential housing construction industry. Must possess or obtain certifications
for the Energy Auditor (EA) and Quality Control Inspector (QCI) and all other Department of Commerce and Economic Opportunity (DCEO) required state and federal requirements within one year of hire or as soon as classes are scheduled.
II. Skills/Characteristics/Physical Requirements:
Demonstrated ability to establish a relationship of trust, respect, and non-judgmental attitude when working with clients, contractors, funders, staff, and the community at large. Ability to work effectively with groups and individuals from various economic, educational, and cultural
backgrounds. Must be adaptable, flexible, and emotionally mature. Must have proficient oral and written communication skills and proficient technological skills, i.e., computer literacy. Must be able to operate machinery as it relates to the essential duties of this position. Good personal hygiene. Must be able to multi-task, set priorities, and manage time effectively and efficiently. Must be self-motivated and self-directed, as well as have the ability to follow supervisor's direction. Must be able to lift up to 60 pounds, climb and work from a ladder, reach overhead, and crawl into tight spaces. Must have basic math skills and be able to measure accurately and correctly. Must maintain confidentiality. Must be able to travel both in-area and out-of-area for job duties, required meetings, and/or training related to the requirements, and continuing enhancement of job-related skills. The position requires a reliable vehicle, a valid Illinois driver’s license, and valid automobile insurance. Must have the physical and mental capabilities to pass required state and federal certification tests. Employment in this position is contingent on a cleared criminal background check.
Audit Responsibilities:
A. 1. Schedule an appointment and complete the DCEO IWX Assessment and gather
additional supportive documentation is needed at the client’s home.
2. Consult with the Weatherization/Housing Program Director and/or the
Weatherization Program Assistant or Clerk to confirm eligibility for services.
B. Mechanical/HVAC Assessment Responsibilities: Using the IWX Field Application:
1. Check the furnace for check for possible carbon monoxide, gas leaks, efficiency,
drafting, venting, etc. Record recommendations, i.e., repair, replace, clean, and
tune, etc.
2. Check the water heater and record recommendations.
3. Complete Worst-Case Draft Testing using blower door to determine drafting.
4. Complete Fan Flow Test.
5. Other mechanical/HVAC assessments as may be deemed necessary and/or
required by the funding source(s).
C. Architectural Assessment Responsibilities: Using the IWX Field Application:
1. Measure house to obtain both total square feet and conditional square feet.
2. Complete Zone Testing.
3. If warranted, complete Sealing the by Pass Testing.; provide sketches if needed.
4. Measure interior windows and doors.
5. Take exterior photographs of the home.
6. Complete Infra-red testing on the exterior of the home.
7. Complete sketches to scale of all sides of the home.
8. Other architectural assessments as may be deemed necessary and/or required
by the funding source(s).
D. Client Exit Interview:
1. Meet with the client to go over assessment results and answer questions generally.
E. Assessment Finalization:
1. Input all data into the IWX Field Application:
2. Complete assessment and Scope of Work in the IWX System
III. Inspector Responsibilities:
A. Client:
1. Once the mechanical/HVAC and architectural work is completed, schedule an appointment with the client for the final inspection.
2. It May be necessary to meet with clients prior to completing work to discuss issues or client complaints.
B. Mechanical/HVAC and Architectural Inspection Responsibilities:
1. All Inspections must be completed using the IWX Field Application
2. Complete the same testing as II. B. (1-5) and II. C. (1-6) above.
3. Responsible for reconciling the work order and any and all invoices.
4. Contact the contractor if there are issues with work, billing, or client complaints.
5. Prepare and distribute Change Orders on the IWX System to call back contractors if there are issues with the work.
6. Responsible for final fan setting to comply with the ASHRAE 62.2 requirements.
7. Responsible for doing final Infa-Red testing to ensure the work completed on the
home has improved efficiency.
C. Client Exit Interview:
1. Meet with the client after completing all inspections and review results.
2. Provide education and/or resources to clients on energy efficiency.
D. Inspection Finalization:
1. Complete the inspection on the IWX inspection Screens:
2. Reconcile costs with work order.
3. Cost out material and labor; calculate subtotal for material and labor on
All inspected jobs.
NOTE: The same person may not do both the audit/assessment and the final inspection sides on the same house.
IV. Inspection/Assessment of LIHEAP Emergency Services (ES) Furnace Work:
A. Complete initial assessment as per B.1. if directed by the Weatherization/Housing
Program Director. (Initial assessment may be waived in extreme emergencies).
B. Complete basic diagnostic inspection of the furnace after repair/replacement.
C. Responsible for ensuring the bill for LIHEAP furnace work is based on the
Weatherization procurement costs.
D. Direct responsibility for installing health and safety equipment as per regulations.
E. Complete assessment and final inspections within the LIHEAP ES furnace guidelines.
V. Team Development, Support and Participation:
A. Responsibilities to the Weatherization Program Team:
1. Cooperate/collaborate as needed to obtain supporting documentation for
completion of applications.
2. Represent the program in a professional and positive manner.
3. Brainstorm with fellow employees as needed to resolve issues related to
home efficiency.
B. Responsibilities to the Weatherization/Housing Program Director:
1. Maintain open, respectful, and regular communication.
2. Complete assignments as directed.
VI. Confidentiality:
A. The person filling this position must abide by the agency’s confidentiality policy
regarding client, contractor, staff, and/or agency matters.
